Dima Samaro is a Palestinian lawyer and tech policy researcher with ower a decade of experience at the nexus of technology, law, and human rights in the MENA region. She leads Skyline International’s work documenting digital rights violations-including surveillance, biometric data misuse, and Al-driven repression-by state and corporate actors. Her advocacy focuses on corporate accountability and human rights due diligence in conflict-affected settings, and she champions robust privacy and freedom of expression laws. Previously, she has held roles with positions with Access Now, Internews, the Business & Human Rights Resource Centre, and DAI Consulting. Dima also serves on the boards of Innovation for Change MENA Hub and the Surveillance in the Global Majority Network and is a member of the steering committee for the VUKA! Coalition for Civic Action.
