
Dima Samaro
Dima Samaro is a Palestinian lawyer and tech policy researcher with over a decade of experience at the nexus of technology, law, and human rights in the SWANA region. She leads Skyline International’s work documenting digital rights violations—including surveillance, biometric data misuse, and AI-driven repression—by state and corporate actors. Her advocacy focuses on corporate accountability and human rights due diligence in conflict-affected settings, and she champions robust privacy and freedom of expression laws. Previously, she held roles with positions with Access Now, Internews, the Business & Human Rights Resource Centre, and DAI. Dima also serves on the boards of Innovation for Change MENA Hub and the Surveillance in the Global Majority Network and is a member of the steering committee for VUKA.
