Background
The Arab League has proposed a reconstruction plan that offers an alternative to Trump’s plan to forcibly displaced Palestinians from Gaza. Most European countries have welcomed the plan while the Trump administration has quickly moved to reject it. The plan calls for a group of “independent Palestinian technocrats” to manage affairs in Gaza, in effect replacing Hamas. The technocratic government would be responsible for overseeing humanitarian aid and is probably intended to pave the way for the Palestinian Authority to administer Gaza. PA President Mahmoud Abbas said that an election could take place next year if circumstances allowed.
This webinar aims to:
- Examine the Arab League's reconstruction plan for Gaza, including the role designated for Palestinians in the rebuilding process.
- Discuss how the plan is perceived in Gaza.
- Explore different approaches for ensuring Palestinian ownership and leadership in reconstruction efforts. Can we hope for a Palestinian-led reconstruction strategy, and if so, what would it look like?
- What are the perspectives and redlines of different Palestinian actors (from the PA, Hamas, civil society groups in Gaza) and what space for intra-Palestinian agreement on a way forward?
