Stage One of the UN Libya Action Plan: The Likelihood of Failure and the Need for ReviewDownload Publication

Following his appointment as Special Envoy of the UN Secretary-General to Libya in June 2017, Dr. Ghassan Salamé presented his Action Plan for Libya in September. The plan adopts the Libyan Political Agreement as a general framework for finding a solution to the current crisis.

Two months after the launch of the Action Plan, attempts failed to go beyond its first stage, that is, to reach consensus between the House of Representatives and the High State Council on articles of the Libyan Political Agreement that need amendment. This lack of consensus is an important indicator that should be taken into account before entering stage two.
