Amnesty is necessary to end a conflict. Syria will not break this norm. Experience of successful transitions elsewhere shows that it is possible to develop an amnesty program as part of a process for achieving peace without sacrificing accountability.

The Arab Reform Initiative held a seminar in December 2013 in Tunis entitled ‘Ensuring Security during Democratic Transition’ that discussed the security situation in Tunisia and analyzed a number of relevant experiences from Europe and Africa in order to understand how states in transition answered key questions including: How can the state guarantee the security of citizens, in particular the exercise of their political rights, after the end of a dictatorship?

'The Arab Reform Initiative (ARI) hosted a workshop on civil-military relations in times of armed struggle on 11 November 2013 in Istanbul. Learning from past struggles in Kosovo and South Africa, the workshop developed ideas for building unity among opposition groups to better protect the population, pressure the regime, prepare for negotiations and plan for the future.'

October 2013

The Delhi Policy Group and the European Union, in coordination with the Arab Reform Initiative (ARI), organised a conference in New Delhi on October 3-4, 2013 to discuss the democratic transitions in the Arab world.  Salam Kawakibi, Deputy Director of ARI, and Álvaro Vasconcelos, Director of Projects for ARI, participated in the conference.

On 10 June 2013, ARI and the Arab Forum for Alternatives jointly held a conference entitled ‘Security Sector Reform: Learning from Other Transitions’. A group of senior researchers and experts in security matters, from different political parties, government and opposition, the security forces and experts, participated in the conference.

Within the activities of the Arab Reform Initiative, the focus is on benefiting from the experiences of other countries in order to identify the paths and the obstacles to political reform or democratic transition.
